論文提要
本論文係就當今成長理論的三個議題,進行思辨。
-「規模效果」,本章探討勞動市場上,若非技術勞動力(unskilled labor)因最低工資限制(minimum wage binding)而存在失業時,技術勞動力(skilled labor)人數增加對社會效用水準成長率(或經濟成長率)的影響。分析結果顯示:當技術進步的同時,伴隨著非技術勞動力失業的增加,則技術勞動力人數(或相對比例)的增加,並不一定會使社會效用水準成長率(或即經濟成長率)漸增。
-「技術偏向進步與失業」,旨於Solow et al.(1966)、Aghion and Howitt(1994)之異質性資本財(vintage capital)模型架構下,引入技術偏向進步概念,藉以分析小型開放經濟體系在技術偏向進步過程中勞動市場的相應變化。分析指出,在技術勞動力供給增幅等於零,而其它情況不變的設定下,技術偏向進步的存在,確將使得勞動失業率逐期上升。惟因在現實經濟環境中,技術偏向進步並非決定勞動市場的唯一因素,故單憑技術偏向進步並無法明確判定實際經濟活動中,勞動失業的變化方向是正或負。
-「農業生產力與經濟成長」,本章嘗試於農、工兩部門成長模型中,引入廠商邊做邊學(learning by doing)與政府生產性支出(如:學校教育或基礎設施)二種成長機制,藉以說明自然資源富饒(或農、礦業生產力相對較高)恐非部分非洲國家或中南美洲國家經濟成長遲滯的唯一解釋,政府部門效能不彰,亦難辭其咎。
