跨國企業對外直接投資(FDI)不僅給地主國帶來金融資本,還帶來了管理技巧和生產技術,有利於地主國開拓國際市場,這一點得到越來越多國家的承認。因此,近年來世界各國都致力於吸引FDI,並調整本國外資優惠政策使之更加有利於跨國企業投資。研究者運用現代經濟學的理論和方法,以地主國「吸引」跨國企業投資為核心的賽局過程,構造了一個賽局分析的理論架構。同時,針對台灣近50年來外資優惠政策的演變歷程,進行了系統的理論驗證及說明。其研究結論:地主國外資優惠政策的最適水平應該與其外資需求的迫切程度或資本缺口的大小成正比,與其投資環境的優越程度成反比。另外,本文提出地主國與跨國企業的「三維談判模式」及「優惠政策實施準則」,作為本研究地主國外資政策談判的應用原則。
