摘 要
臺灣的勞動市場在1990年代之後,無論是就業或薪資都有結構性的改變;然而在全球化的潮流下,對外投資議題一直深受資本流出國的重視,晚近跨國委外生產 (foreign outsourcing) 是否也對勞動市場產生衝擊,也逐漸變成矚目的焦點,另外,近年來民間研發經費支出逐年增加,台灣產業朝向技術密集發展,技術進步對國內生產與勞動雇用結構的影響甚巨。因此本論文欲就對外投資、委外生產及技術進步對台灣近年來勞動市場的影響進行研究分析。
本論文架構主要由三篇有關對外投資、委外生產與技術進步對國內勞動雇用與薪資影響的實證研究所組成。第2章 利用經濟部2000、2002與2004年「製造業經營實況調查」的資料,來探討廠商委外生產操作對各類勞動雇用決策的影響。因資料中,廠商對各類員工是否擬增加為屬質變數,在假設隨機誤差項具有常態分配下,本章先將員工類別分成「生產性員工」與「非生產性員工」兩類進行分析,爾後再進一步將員工區分成「技術研發人員」、「生產性員工」與「行政職員」三類進行分析。因廠商在進行問卷勾選時,各類員工的選項彼此間可能存在相關性,因此我們分別以bivariate probit regression之聯立模型與trivariate probit regression之聯立模型分析之。
第3章 利用「人力資源與運用調查資料」計算出製造業中業類別之受雇員工平均每小時實質與受雇員工人數,並以「職業別」區分技術勞工 (skilled labor)與非技術勞工 (unskilled labor),探討論委外生產、對外投資、技術進步對近年來台灣製造業相對薪資增加之影響效果。實證結果指出跨國委外生產增加、技術進步與對外投資都是影響近年來台灣製造業相對薪資變化的重要因素。
第4章 以臺灣製造業廠商的個體資料為樣本,合併串聯1999、2000、2002及2003年經濟部「外銷訂單」、「工業生產統計」、「出口實績」及「工廠校正」調查資料,並輔以「九十一年製造業對外投資調查」資料。由於過去文獻之僅就廠商對外投資、委外生產或研發行為擇一加以討論,然而廠商對外投資、委外生產與技術研發的行為可能同時進行而呈現互補或是替代的關係,這使得其影響的管道變得複雜許多,因此本章則設立一涵蓋廠商是否委外生產、研發支出比例與勞工雇用人數的聯立模型來探討,本章同時考慮此三因素彼此間的影響效果,因此獲得較過去研究更為豐富的影響管道,應有助於讀者對於對外投資、委外生產與研發行為對就業市場所帶來的衝擊,有一更清楚的了解。
