  由高齡學習看老人電視節目製播之跨國比較研究
-以芬蘭、荷蘭、台灣為例
摘 要
本研究旨在從高齡學習角度比較芬蘭、荷蘭與台灣三國老人電視節目製播。研究方法以三國製作人訪談為主,輔以節目樣片及網頁分析。主要結論如下:三國老人電視節目發展受到社會與媒體環境影響,都是由公共媒體率先製播。節目製播理念取決於製作人老人觀,三國製作人都認為老年是繼續發展的人生階段,透過製播多樣活潑的資訊,可幫助老人拓展視野提昇生活品質。相異處為芬蘭較看重鼓勵老人樂在學習獲得能力獨立自主生活並繼續貢獻社會,荷蘭鼓勵老人拓展生活體驗享受人生並脫離寂寞,台灣則鼓勵老人走出社會框架,學習規劃老年生活。
  在節目企劃設計方面,有許多環節要考量,包括主持人、節目名稱、便於吸收理解的製作技巧等。就內容特色而言,懷舊活動、無壓力、分享傳承是三國共同內容取向;相異部份,芬蘭更重視準備因應未來,荷蘭不斷開發新的生活樂趣和鼓勵參與海內外服務,台灣以才藝歌舞競賽和學習面對老年為特色。老人電視節目為老人收視創造新經驗,亦是未來高齡學習的利器。建議政府積極支持製播,打破老刻板印象,提昇老人生活品質,媒體工作者要重視媒體教育功能,精確了解老人需求,而高齡學習相關工作者要善用電視媒體促進老人成長與福祉。
A Comparative Study of TV Programs Beamed to Elder Audience in Finland, The Netherlands and Taiwan:An Elder Learning Perspective
Abstract
This research aims to study, understand and compare TV programs beamed to senile citizens in Finland, the Netherlands and Taiwan, and their effects on and difference in senile learning in various countries. The methodology employed in this study are in-depth interviews with producers, program clips and related website design analysis.
This research finds that 1). Introduction and development of programs aimed at senile audience in particular is correlated to community awareness and medium environment; 2). Public TVs in the country champion this sort of specific TV programs; TV program producers, having had aging awareness, usually have major swing on program contents. Significantly, they all share the consensus that at 65 and afterward is an ongoing stage of life. Thus, senior citizens should be educated to live to the fullest of life. Information is therefore deemed to be able to help the elderly to learn and enrich their quality of life. 3). Subsequently, the research discovers TV programs in Finland urged senior audience to continue learning and live an independent life and make contributions to the community. The Dutch programs encourage audience to further explore life with curiosity, enjoy day-to-day living and spare no efforts to stave off loneliness. Meanwhile, Taiwan programs encourage audience to abandon and abstain from following the steps of past generations in an attempt to plan and brace for a worthy cause to come.
The subject TV producers all have taken into consideration in production the popularity of presenters among the elderly, attractiveness of enticing program titles, as well as production techniques such as heading, voice over, sound bytes and computer graphics. Characteristically, these programs feature good old days, joyful and happy memories in life in addition to presenting valuable life experience. Specifically, the Finnish programs emphasize preparation for the eventual, final destination of life while the Dutch programs remain introducing fresh living experience to audience and encouraging the elderly to give charitable volunteering work, at home and abroad, a go. Taiwan programs mainly feature singing, dancing and other contests such as quiz show lobbying audience to jump on the bandwagon of continuing education, and accept the reality of aging.
Conclusion: In an ever-graying society, governments are urged to “talk the talk and walk the walk” and to allocate sufficient funds to produce more TV programs aimed at aging population. Suggestions are also proposed for media professionals and elder educators’ reference.
