為有效落實居住環境之永續發展,必須在「全球思考、地方行動」之架構下,建立起符合自身特性與需求之具體可執行的方式。首先,需釐清永續發展概念實踐時所對應之地理空間單元,進而尋求客觀且有效的衡量評估方法。台灣地區由於地狹人稠,居住形式已漸次朝向高層化、高密度集中之集合住宅發展;是以,強調滿足自我居住、安全而群聚的集合住宅社區遂成為概念實踐時基本對應。為能有效導引,本研究從掌握影響發展之相關可能因子出發;先行藉由文獻回顧、並結合地區特性與需求,歸納彙整出相關影響構面與可能影響因子。爾後,透過模糊德爾菲法(Fuzzy Delphi Method, FDM)篩選出確切的評價準則。而,由於評估組成間具有複雜的相互影響關係,特援引能有效解決多屬性決策分析(Multi-Attribute Decision Analysis, MADA)問題之分析網路程序法(Analytic Network Process, ANP),來釐清其間存在的相互依存關係;進而將相關主觀、質性感知問題,轉換為客觀、量化分析的評價操作。後續,進一步地將所建構之評價模式應用於社區案例實證。研究結果能以數值權重型態,將相關評估組成間之相互影響、重要性程度、與優劣排序予以客觀顯示;不但能彰顯出整體評價模式的實用性與可操作性,為相關研究領域所延伸應用;尚可作為未來整體居住環境發展規劃與實踐時之參考與導引。
In order to implement the sustainable development of residential environment effectively, it is necessary to establish a proper and executable method to fit the location’s characteristics and demands under the framework of “global thinking, local action”. Firstly, the correspondent of the concept of sustainable development and the space of geographical scale for action must be clarified, and an objective and effective evaluation method must be developed. Because of the limitations of the small area and dense population in Taiwan, the development trend of the residential environment is toward multistory and high-density housing communities that emphasize self-sufficiency, safety, and sociality. Housing community, thus, becomes the basic correspondent for practicing the concept of sustainable development. Next, this thesis searches for the relevant possible impact factors of the sustainable development of housing community. The critical factors are selected by the fuzzy Delphi method (FDM). By combining the location’s characteristics and requirements, the major dimensions and criteria are listed. Because there are complex influences among criteria, the analytic network process (ANP), an effective multi-attribute decision analysis (MADA) method, is adopted to assess the interdependence among criteria and to solve a subjective and qualitative perception problem using an objective and quantitative evaluation model. Finally, the evaluation model is applied to the empirical verification in a real case. The interrelationships, importance, and rankings of evaluation components are calculated in weighted values. The results not only manifest the practicability of the evaluation model, but also could be a consultation and guidance for planning and practice in the future.
