This study integrates the GIS, GPS, interface design, and artificial intelligence tools for the applications in engineering, management, and information services. Therefore, this paper explains several versions of the Takagi-Sugeno (T-S) fuzzy model based on fuzzy theory and fuzzy operation. An inference model is constructed for GIS using the T-S fuzzy model to formulate an integrated T-S decision-making system (TSDMS). The TSDMS accommodates inexact, linguistic, vague and uncertain GIS data and the operator assigns most graph layer indicators by intuition. Simulation results for the Hualien main station show that the proposed TSDMS system is an effective approach for GIS decision-making. We also integrate the relevant earth sciences, engineering and insurance data with the concepts of disaster risk management, taking into consideration the characteristics and sources of earthquake-related risks. That is, we develop an earthquake disaster assessment model to apply to risk management in the tourism industry. We explore various theories related to different kinds of natural disaster risk analysis mechanisms, with the goal of establishing a rapid risk assessment model suited to the tourism industry that can be used to quickly analyze disaster-forming characteristics and risk weaknesses in local regions. Finally, this study developed a mobile tour guiding system which uses mobile geographic information system (GIS) and global positioning system (GPS) techniques to provide information which comprises four main functions, a graphic function, a GPS function, a Route function, and a Query function. A user evaluation of the system allows for the voicing of different opinions and user perceptions about the system. The user evaluation is carried out by asking participants to complete importance-satisfaction questionnaires after using the system.
