題名:台灣發展互聯網金融關鍵因素之探討

近年來,由於互聯網的特性,結合電子商務的應用,以便利、低成本、快速交易而蓬勃發展。國外自2008年開始有大量資金湧向金融科技,民眾使用互聯網、雲端及行動裝置的日益普及,已擴及金融服務的需求。反觀台灣在互聯網金融的發展,受到Bank 3.0的衝擊及金融科技的浪潮,雖有一連串的法規頒布及措施產生,但尚有進步的空間。因此,本研究的目標是找出台灣發展互聯網金融的關鍵因素,並提供金融主管機關、金融機構及互聯網金融平台營運者建議。
為了瞭解台灣發展互聯網金融的關鍵因素,本研究針對營運面與消費者面進行探討。在營運面的研究,歸納整理出商業利益、便利、信任、成本、使用者背景、替代性、競爭性與法令等八個研究構面,並運用Liu (2014)「平衡式決策實驗室分析法」找出關鍵因素。至於消費者方面的研究,採用Venkatesh & Bala (2008)提出了TAM3模型,並運用SEM進行研究分析。
在綜合結論與建議方面,研究發現營運者認為商業利益是關鍵,成本是影響營運的重要構面,但消費者對安全有要求,且喜好多元功能,營運者必須在成本與功能之間考量,方能有助於商業利益。建議台灣金融主管機關可積極開放非銀行業者參與互聯網金融的營運,以增進創新服務;營運者則應整合當地金融服務優勢,建立本地特色且具競爭性之互聯網金融。
Internet finance with its characteristics of convenience, low cost, fast transaction has fundamentally reshaping the finance industry and flourishing development over the past decade. Global internet finance development since 2008, has consisted of a heavy investment flow into the FinTech (Technology and Finance). The growing usage population of the Internet finances, the cloud storages and mobile devices, have expanded the demands for internet financial services. Internet finance development was impacted in Taiwan by the new trend of Bank 3.0, FinTech and Taiwan’s regulation. Therefore, the objective of this research is to discover the key factors that influenced Taiwan internet finance development and provide suggestion for financial authorities, banking institutions, and Internet finance industries.
In order to understand the key factors that influenced Taiwan internet finance development, two studies which are composed: Internet finance operators oriented and Internet finance customers oriented are discussed. In the internet finance operator’s oriented research, 8 constructs of Commercial Benefits, Convenience, Trust, Cost, Substitutes, User Profile, and Competitiveness were categorized from literature review. Liu (2014) Balanced DEMATAL was utilized to identify the key factors. TAM3 model proposed by Venkatesh & Bala (2008) was adopted and then SEM analysis was performed in internet finance customer’s oriented research.
In the conclusions and recommendations, this study found that internet finance operators considered the Commercial Benefits is the key factor and the Cost factor influenced the business operation. This study also found that Taiwan’s internet finance customers have high expectations of information security and prefer high technology products with complex functions. Therefore, internet finance operators must balance between cost and technology system with multiple function for the business benefits. This dissertation concluded with recommendation that Taiwan's financial authorities should open up the market for non-banking Internet finance company to participate in the internet finance operations in order to promote innovative services. Furthermore, internet finance operators should integrate the advantages of local financial services, for establishing internet finance services with local characteristics and possess with competitiveness.
