創業創新是一個國家經濟發展最重要的驅動力,儘管依據瑞士洛桑國際管理學院(IMD)的報告,臺灣的「創業家精神」全球排名第一,且事實上臺灣已成為僅次於美國,獲得國際育成協會(NBIA)之軟著陸(Soft-Landing)認證的育成中心數量排名全球第二,臺灣創新育成中心仍竭力建構完整的創業創新育成平臺,靈活運用國內外研發成果,整合相關資源,提升新創事業及中小企業的競爭力,促進產業的升級與轉型。過去文獻很少探討由政府領導的育成中心營運效率,由文獻發現衡量效率的工具中,資料包絡分析法(DEA)的討論極為廣泛。
本研究之內容主要包含兩部份,第一,本研究使用臺灣經濟部中小企業處補(捐)助的育成中心資料庫,採用資料包絡分析(DEA)針對學校型育成機構之執行效率進行分析。在第二部份的研究內容,透過文獻研究與問卷訪談 7位專家先確認高績效育成機構成功關鍵構面,再利用訪談問卷調查高績效育成機構相關人員,運用分析網路程序法(ANP)找出高績效育成機構之關鍵成功因素,以及關鍵成功因素中,各因素之相對重要性。
實證結果顯示DEA模式可客觀、科學的衡量各育成中心營運執行績效,並協助政府及育成中心部署最適投入與產出配置,健全育成體系以提供新創事業及中小企業更完整的服務,提升臺灣產業競爭優勢;而經過成功案例深入訪談也發現與本研究探討高績效育成機構之關鍵成功因素相符。本研究結果可提供政府精進育成政策、創新育成中心轉型,甚至育成企業發展做參考。
Start-up and innovation is the most important driving force to the economic growth of a country. The Taiwanese government has provided relevant guidance through incubation centers about twenty years. Therefore, how to effectively maximize the efficiency of incubation centers with limited resources has always been an objective that governmental institutions strive to fulfill. With the incubation centers in Taiwan as a case study, this paper adopts data envelopment analysis (DEA) to explore their efficiency according actual data.
The two main focuses of this study are as follows. First of all, to demonstrate the effectiveness of the DEA methods, an empirical study is done on the data about the incubation centers which applied for the funds from Small and Medium Enterprise Administration, Ministry of Economic Affairs, R.O.C (SMEA), so as to get the information about the efficiency of the incubation centers and find the problems inefficient incubation centers need to address. In the second part of the research, after reviewing the literature and interviewing 7 experts, criteria for the high-effectiveness incubation centers were collected. After interviewed some professionals through questionnaire survey, analytic network process (ANP) was used to not only identify the Key Success Factor (KFS) that affect the high-effectiveness of incubation centers, but also prioritize the comparative importance among key successful factors.
The achievements of this study is to demonstrate an effective analysis regarding the skills and productivity of Taiwanese incubation centers according to relevant data, so as to help those ineffective incubation centers find out appropriate investment they should make or the appropriate amount of investment. After in-depth interviews with success cases, the key success factors of high-effectiveness incubation centers were also found to be consistent with them. The results of this study provide a guideline to the government, incubation centers and SMEs.
