題名:高中校長在充滿挑戰的時代的政治技能之研究 – 以印尼的三寶瓏市為例

印度尼西亞(印尼)視為是人口最多排名世界第四的國家,但正在經歷人力資源質量的挑戰。教育程度低所以需要解決教育問題。高中校長面對各種挑戰例如學生及教師的背景條件、設備的限制,而且學校表現的要求使校長承受了很大的壓力。因此,校長可能要通過實施與發展策略來預料這些情況。許多組織的領導者採用的各種策略其中之一是政治技巧。本研究旨在探討印尼學校領導者的政治技能表現或行使,如何進行政治技能的四個面向來驅動其校團隊取得出色的學校表現。本研究使用質性方法,並透過訪談收集資料。三寶瓏市的七位校長是有意的選擇為受訪者。收集的資料進行翻譯與描述性分析以解決研究目的。
研究結果顯示該校長透過創信策略來實施政治技巧,同時也貫徹以下政治技巧:意識到當前的狀況而採用類似家庭互動的方式;成為說服者、領導者、創作者及顧問; 與政府、其他當地的機構及國外機構建立有益的網路; 真誠於父母、學生及教師。此外研究發現西方政治技巧的分析與印尼的教育哲學顯示相似,且與強調了創造策略基於他們認為最重要的三個價值觀,著重類似家庭互動的方式、創造新的領導者以及率領著同時欣然接收其他外部的股東之實施策略一致。

Indonesia is rank 4th as world most populated country, yet is experiencing human resource quality challenges. The education is ranked low; therefore, education problem needs to be addressed. The various challenges encountered by high school principal such as backgrounds condition of students and teachers, the limitations of facilities and also the demand of school performance, have made principal experienced high level of stress. Therefore, principal may need to anticipate this situation by developing and conducting strategies. One strategy of which many leaders of organization used is political skills. This research purports to explore the political skill performance or exertion of school leaders in Indonesia how these principals perform the four aspects of political skills to drive his / her team to achieve excellent school performance. This research utilizes qualitative approach and using interview to collect data. Seven high school principals in Semarang city was purposively chosen as respondents. Collected data were interpreted and analyzed descriptively to address the research purpose.
Result showed that principals have implemented political skills by utilizing innovative strategies while implementing the following political skills: being aware of current situation and utilize a family-like interaction approach; becoming a persuader, becoming leader creator and a counselor; building beneficial network with government, network with other local institutions and network with foreign institution; being sincere to parents, students and teachers. Moreover, the analysis on western style of political skill were found to be similar to the Indonesian philosophy of education and also in line with the implemented strategies that have emphasized on innovative strategies based on three values which they think are most important which are emphasizing on family-like interaction approach; creating new leaders and leading while embracing other external stakeholders.
