隨著大陸地區民宿業在進入21世紀後的迅速發展,在質和量的兩個方向都呈現出極其顯著的特點,從而形成了一個數量龐大、層級多樣的住宿業細分市場之一,鑑於政策引導不夠細化、行業自律乏力、市場監管弱化、經營水準的層次不齊,再加上資本的推波助瀾,民宿業績效表現出整體績效不彰、個體績效分化的態勢相當明顯,政府部門加大行業治理和監管,對民宿業者的經營管理進行引導,而民宿業績效評價則是這些工作的基礎和有效工具;同時基於對民宿業前期研究的梳理,發現在其績效評價方向上存在進一步研究的空間。本研究基於模糊理論和多準則決策方法構建民宿業績效綜合評價模式,首先,在文獻回顧的基礎上整理和收集民宿業績效影響因素,借助模糊德爾菲法進行績效評價指標的篩選和體系構建,並應用決策實驗室法對評價指標體系進行進一步分類;而後應用網絡程式分析法對評價指標計算權重,通過模糊語意偏好關係法消除評判中一致性問題;接著對替代方案應用模糊運算計算其加權綜合績效;最後應用Fuzzy TOPSIS對替代方案的加權綜合績效進行排序,來驗證構建模式的可行性。
結果發現:(1)通過模糊德爾菲法構建了5個構面31個指標的民宿業績效評價體系;(2)通過DEMATEL法的進一步分類探究指標體系內部因果關係,釐清影響民宿業經營績效的關鍵指標,為業者提供準確的經營考量標準;(3) 基於ANP法,通過模糊語意偏好關係法的使用獲取指標權重,民宿運營和管理與服務質量在構面和指標層級上都得到了重視;(4)通過Fuzzy TOPSIS法對替代方案的績效評價和排序,確定了其中績效最優者。結合地方特色和實際情況,構建了涵蓋財務性和非財務性指標在內的民宿業績效評價體系,釐清各指標在體系中的作用,在確定指標權重和模糊評價的基礎上發現績效最優的民宿,驗證所構建評價模型的可行性和可靠性,為行業管理者在進行行業治理中提供一個有效的評價工具,提高行業治理的成效。
With the rapid development of homestay industry in mainland China in the 21st century, and the significant enchancement in quality and quantity, homestay industry becomes one of the lodging industry segments with large quantity and different levels in mainland China. Considering the lack of detailed policy guidance, weak industry self-discipline, weak market supervision, uneven levels of management, and the boost of capital, the performance of homestay industry demonstrates an obvious trend of poor overall performance and differentiated single performance. At the same time, by sorting out the previous study of the homestay industry, it is found that there is a lack of further research on the direction of its performance evaluation. Referring to the fuzzy theory and multi-criteria decision making method, this paper constructs a comprehensive evaluation model of performance of homestay industry. Firstly, through iterature review and in-depth interviews, the influencial factors of performance of homestay are collected, the performance evaluation indexes are screened and constructed by means of the Fuzzy Delphi Method, and the evaluation index system is established by using the decision laboratory method. Also, the weights of the evaluation indexes are calculated by ANP, and tested the consistency by Fuzzy Lingusitic Preference Relation. Then, the weighted comprehensive performance of alternatives are calculated by fuzzy operation. Finally, the weighted comprehensive performance of alternatives are ranked by Fuzzy TOPSIS to verify the feasibility of the construction model.
The results show that: (1) the performance evaluation system of homestay industry with 5 dimensions and 31 indicators is constructed by Fuzzy Delphi Method; (2) Through the further classification of DEMATEL, this paper explores the internal causality of the index system, clarifies the key indicators affecting the business performance of homestay industry, and provides accurate business evaluation standards for practitioners; (3) Based on ANP, the Fuzzy Linguistic Preference Relation is used to obtain the index weight, and the operation & management and service quality of homestay industry have been paid much more attention from the dimension and indicator level; (4) Through the performance evaluation and ranking of alternatives by Fuzzy TOPSIS, the best performance’s homestay is found. Combined with the local characteristics and the actual situation, this paper constructs the performance evaluation system of homestay industry including financial and non-financial indicators, clarifies the causality of each index in the system, finds the best performance’s homestay on the basis of determining the index weight and fuzzy evaluation. Based on verification of the feasibility and reliability, the evaluation model becomes a reference for industry managers in the process of industry governance and an effective evaluation tool for practitioner to improve the effectiveness.
