本研究主要立論,個人主義的軸線貫穿了障礙研究與倡議、正義理論,以及福利國家的福利政策。福利國家視「福利」為一種調節資本主義市場經濟的工具,因而在大幅經濟動盪後,從傳統凱恩斯政治經濟學,轉向貨幣學派經濟學。這表示,福利國家背離了「社會(the social)」,轉向個人主義。福利國家在經濟上採用資本積累的自由市場經濟制度,在政治上,福利國家的主政者以「新古典自由主義(neo liberalism)」意識形態意圖對社會進行去體現化的政治支配。新古典自由主義的私有化策略、解除管制、擴大民間部門參與、權力下放等一系列的政治改革,剛好搭配上從「社會為基礎的需要(social based needs)」轉向「權利為基礎的需要(rights-based needs)」,以及後來廣為障礙研究與倡議採用的「人權為基礎的需要(human rights based needs)」之福利概念變遷。在法政哲學中,正義與權利哲學隸屬個人主義陣營。因此,無論是與「福利」毫不相干的「正義」,又或者「權利」,都在福利國家變遷下,藉由新古典自由的個人主義手段,納入障礙研究與倡議對獨立和自主性追求的政策設計中。最後,作者提出「反個人主義」本體論的關懷倫理,對當今正義與權利論述當道的個人主義狀態,提供化解個人的「社會」位置和自我生命規劃之間緊張關係的另一倫理選擇選項。
The main argument of this research is that individualism runs through the study and advocacy of disabilities, theories of justice, and welfare policies of the welfare state. The welfare state views "welfare" as a tool to regulate capitalist market economies, which led to a shift from traditional Keynesian political economy to monetary economics after significant economic turbulence. This indicates that the welfare state has moved away from the "social" and embraced individualism. Economically, the welfare state adopts a free-market economic system based on capital accumulation, and politically, its leaders intend to politically dominate society through the ideology of "neoliberalism," aiming to de-embodiment. The political reforms of neoliberalism, such as privatization strategies, deregulation, increased involvement of the private sector, and decentralization, align with the transformation of the welfare concept from "social-based needs" to "rights-based needs," and later the widely adopted "human rights-based needs" in disability studies and advocacy.
In legal and philosophical terms, theories of justice and rights belong to the individualistic camp. Therefore, whether it is "justice," which is unrelated to "welfare," or "rights," they have been incorporated into disability research and advocacy through the individualistic means of neoliberalism in the welfare state transformation, emphasizing independence and autonomy in policy design. Finally, the author proposes a concern for ethics of "anti-individualism" ontology, offering an alternative ethical choice to address the tense relationship between an individual's "social" position and self-life planning amidst the prevailing individualism in contemporary discourses of justice and rights.
