　　　　　本文採用世界銀行所開發出來新的計算方式估算臺灣的國民財富，以做為一種永續發展指標。傳統的財富計算只包括人造資本存量(已造資本)，為了永續發展的目的，世界銀行對國民財富的計算包括了人造資本存量、自然資源和人力資源。根據這個方法，世界銀行曾對世界上將近100個國家，臺灣除外，進行1994年國民財富的估算，所得到的結果與傳統只算人造資本存量的結果有很大的不同。本文以世界銀行所開發的方法計算臺灣1994年每人平均國民財富的結果為:總國民財富為 US$202,000;其中自然資源價值約為 US$2,900；人造資本價值為US$28,000；人力資源存量為US$171,400。與世界上其他100個國家比較，臺灣每人平均國民財富的排為第19名。臺灣以人力資源所佔的比例最大，高達84.8%;其資是人造資本，也有13.8%;最後是自然資本，只佔了1.4%。
