　　　　　消防人員是火災發生後，執行火災搶救工作最重要的人力來源。也是整個消防機關執行火場作業的核心。因此。擁有良好以及充足的消防人力，是執行火場作業不可缺乏的一部分。為了瞭解目前台灣地區消防機關在執行火場作業時，有關作業人力的需求現況，並強化火災現場的消防人力因素，本研究透過實證研究方式，有條理的解析火場作業中消防人力因素的性質，並將消防機關對於火場作業所需的消防人力因素劃分成「專業知識」、「專業技能」、「專業人員數量」等三個構面進行分析。而後經由問卷調查方式，軌台灣地區23個縣市消防局的消防人員進行意見調查。以瞭解台灣地區消防機關對於該轄區火場作業人力需求因素的看法，並就調查所得結果提供相關單位參考，作為改善消防機關火場作業人力配置的參考之一。經由調查結果發現，受試者認為對於火場作業人力最主要的需求因素為消防人員的數量因素，其次分別為火場通風、拆卸、搜救人員的素質因素，火場指揮官與帶隊人員的素質因素，以及駕駛人員和瞄子手的素質因素等。上述這些變項透過因素分析法的處理結果發現，對台灣地區消防機關火場作業人力需求因素的解釋率可以達到67.2。
　　　　　Professional fire fighters are often the most important human resources for implementingfire-fighting service when a fire occurs. Without the assistance of fire fighters, the objective offire fighting will never be reached. In order to understand current possible demand condition ofhuman resources for fighting operations in Taiwan area to help to improve effectiveness of theservice, this study used survey research to help finding the practical truth. After surveying theopinions of the fire fighters from 23 municipal fire departments in Taiwan, this article finds thatthe most important demanding factors for human resources of fire fighting operations is thequantity factor of fire fighters. Besides, the concern of quality factor for fire fighters especiallyfor those who are responsible for the assignments of ventilation、breaking、rescuing、commanding、driving and branchman is the second and third important demanding factor inthis survey. Except for previous method and findings, the factor analysis method is also used tohelp to find primary affecting factors of this survey.
