The purpose of this study was to obtain experts' opinions on parent involvement issues. There were 23 experts answered the three-round Delphi survey. The criteria for consensus were established, including that: (1) at least 60% of the experts must be in agreement; and (2) there is no significant change in views between round two and round three. The results included six themes, including the impact of the changing society on families, schools' approaches to work with changing families, the reasons for parents to invlove in schools, the home-school relationship, essential elements of a parent involvement program, and effective parent involvement strategies.
