　　　　　社區照顧的倡導起因於機構照顧對服務使用者的負面效應，「去機構化」則被視為矯正機構照顧缺失的重要策略，其理想仍在於追求生活的正常化，生活正常化也即成為推動社區照顧的重要的理念。本文旨在以「正常化」觀點出發，分析社區照顧相關的理念基礎。社區照顧乃在於希望讓失能者盡可能地在自己所熟悉的環境下生活，藉由將自己整合於一般社會，並習得和表現社會所尊重的角色，而過著正常的生活。因而，正常化從概念轉變為實務的過程裡，社會角色的激發為其重要的目標，而整合則是不可或缺的要件。然而，對處於社會相對弱勢的失能者而言，若欲獲得社會的尊重，並為社會所接納，則便要藉由充權的運作，以培養並充實失能者處於一般社會所需要的權力與能力。簡言之，社區照顧的理念基礎是建立在「正常化」的基礎上，而正他常化的實踐，除承認個人的「公民權」外，「充權」的倡導與運作，是實現社區照顧追求正常化所不可或缺的策略。
