　　　　　本文回顧聯合國過去在實現集體安全的目標上所遭遇的挫折，但亦強調聯合國近年來在從事和平維持作業上的成就。本文分析聯合國從事「和平執行」與「和平建設」工作的內涵。本文討論聯合國自行募集常設部隊的困難。另外，本文重視聯合國採取「人權優於主權」的新態度。本文預料聯合國備受詬病的否決權機制終將有所調整。本文同意安理會須加強軍事參謀委員會的功能。本文舉列聯合國未來所將遭遇的主要挑戰，但是亦認為聯合國將會在二十一世紀中，更加重視從事「預防性外交」，以維持世界和平。
　　　　　This paper reviews the frustrations which the United Nations (UN) has met with in fulfilling the goal of "collective security" and details its achievements in carrying out its "peacekeeping" tasks. It explores the content of the UN's tasks of "peace enforcement" and "peacebuilding" and discusses the difficulties confronting the UN in its intent to build a standing army. While applauding the UN for its new position of "human rights over sovereignty," this paper also predicts that the UN will revise its veto rights mechanism and supports the idea that the UN should strengthen the function of the Military Staff Committee under the Security Council. A list of major challenges facing the UN in the question of collective security is given. In conclusion, an argument for increasing the UN's emphasis upon "preventive diplomacy" is presented.
