為了有效提供全面的服務，美國圖書館接受非政府基金資助已有很長的歷史，在 政府補助不足的情形下，公共圖書館是有其必要尋找多元化的資金來源。公共圖書館雇用愈 來愈多的籌募經費專家，為圖書館建立一套極具效率的籌款計除畫，除了針對呵書館型態設 計經齊策略，同時也尋找有潛力的財團組織。美國公共圖書館多以成立不須納稅的非營利基 金會，或是「圖書館之友」，讓基金會和企業財藉著贊助圖書館活動，達到服務社區的目 的。

　　　　　Historically American libraries have accepted non-govermental funding in order to provide expanded services. In light of decreased tax-based support, there is a need on the part of public libraries to locate and secure alternative sources of revenue. Public libraries professionals to facilitate the fund raising process by devising an economic play and identifying potential donors. Library foundations are tax-exempt entities dedicated to raising library funds, and may work in conjunction with "Friends of the Library" Groups. Foundations and corporations may be generous contributors to the Library with worthy community based programs.
