近年因政府實施精簡人力、縮編經費政策，各類型圖書館欲求正常有效營運，除 依計畫編列公務預算外，必須自籌部分經費。本文就籌募圖書館經費的意義、功能、原則、 影響因素、注意事項及相關配合措施等各方面，敘述募款者、捐贈者及主管機關應妥善的配 合，出錢出力，互動互信，共謀圖書館事業的蓬勃發展。

　　　　　Due to the government policy of personnel and budget cuts, it is very difficult for all kinds of libraries to run effectively on the regular budget base. Money raising is one of the most important solutions to difficulty. This article defines the meaning, function, principle and affects of the money raising for the libraries. It also introduces how the money raisers, contributors and the government cooperate in all aspect to lead librarianship flourishing.
