This study is based on the theorem of constructivism to design and built web-based instructional system. This instructional system provides students and instructors for learning and teaching activities through the Internet. The purpose of this study was to analyze Web-Based Instructional System function, and according these guidelines to develop Web-Based Instructional System. There were 2200 learners participated special education general concept course in this Instructional system. After completion of the course, a questionnaire survey will be analyze the results of positive evaluation. It can improve web-based instructional system and used as references for follow-up studies.
