本文主要透過消防組織在搶救火災上的經驗以及在火場作業運作上的既有基礎作為分析緊急應變組織內涵與運作要領的依據，以便能夠對緊急應變組織運作有更多的了解，同時並能夠進一步的建立通則性的緊急應變理論基礎。而經由分析的結果，本文釐清了緊急應變組織的本質；瞭解了緊急應變組織運作的內涵；並確立了緊急應變組織運作的基礎，這些基礎事項內容包括緊急應變組織運作之事務內容、任務分工、層級劃分、例行任、工作項目以及計畫要點等，使得緊急應變組織與運作的屬性及通則性要領得以被建立起來。

This article intends to analyze the general rules of operations and organization for emergency response and to clearly clarify the true meaning of emergency response management based on the experiences of fire fighting. After series discussion and analysis, this study clarifies the nature and fundamental issues of emergency response organization and operations including necessary response affairs, cooperation and coordination, routine duties, mission assignments, and planning. So, in other words, the contribution of this article is to provide a clearly and simple perspective of general rules for emergency response operations from the view of fire incidents response.
