This paper discuses the existing characteristics and future perspective of the public transportation for a medium size city in Taiwan-Tainan city based upon survey data. Firstly, the unfavorable operating environment is reviewed from the viewpoint of urban development. And then, through interviews to the operators, regulators of public transport services and experts, as well as through questionary survey, the behavior characteristics of current bus users and comments/suggestions to improve public transportation are investigated and analyzed. We think the tendering system has the potential to improve the operating performance of bus, therefore, its feasibility is discussed. With respect to new public transport facilities, the light rail system may be a better system them the conventional metro system because the metro would be too expensive and the demand would be not high enough. Therefore, a preliminary discussion of the feasibility of introducing light rail system to Tainan city is followed.
