     工程施工期間往往需封閉道路或佔用部分道路面積,因而常導致施工地點附近之交通混亂,更有甚者,若所佈設之交通管制設施欠當,則易生交通事故而引起各類賠償糾紛。此為避免工程施工所引致之交通衝擊,乃有必要針對交通衝擊之原因加以探討,並研擬相關對策,以保障人車運行之安全及避免道路服務水準之嚴重惡化。本研究即是探討工程施工期間交通維持計畫審議時所需具備之審議制度,包括送審原則、規劃範圍、送審程序、管理機關權責、監督評估單位、審議標準及相關罰則等,以使施工單位能遵循交通維持計畫之實質內容做適當的處置,同時亦使交通主管機關能確實掌握交通維持計畫實施前後,道路服務績效的改變程度及日後動態督導時之相關權責。
     The roads always needed to be closed or occupied partly while engineering projects are in process. This usually leads to traffic chaos on nearby working areas. More seriously, traffic control devices installed improperly could easily result in traffic accidents that cause all sores of compensation disputes. It is necessary to analyze the causes of traffic impacts to ensure the safety of road users and prevent the deterioration of level of service. The purpose of this research is to investigate some issues required when traffic maintenance plan is on deliberation. The issues are examining principles, planning zone, examine procedure, responsibility and supervising of governing institutions, deliberation standard and associated penalty. They could regulate the construction institution to follow and act appropriately according to the traffic maintenance plan. The plan also assures that the traffic managing institution can take control of the essential change of level of service, and the authority and responsibility on follow up monitor.
