執行乃法律之終局及果實，法律效果貴乎強制執行。本篇論文在探討國家圖書館增強書目控制品質的三種可能執行途徑 (即執行罰、公法上金錢債務與直接強制) 之基本概念架構，並針對圖書館法明文規定之法定送存制度所涉及的每一種間接或直接執行方法，進行分析，兼以指明可能連帶衍生影響的相關議題。整體而言，全文系絡在提供採訪館員規劃適切對應之基本策略，藉資得以改善法定送存程序為人所詬病之問題。

This paper presents a conceptual framework that includes the three execution method to explore the possible ways to enhance the bibliographical control quality for the National Central Library. Each of the direct and factors influencing the legal deposit of library law are finally presented. The context submitted in this article provide the foundation for the acquisition librarians to formulate their strategies and improve the legal deposit in the Execution Procedures.
