績效評估是公共圖書館為達成優質服務的重要課題。本研究嘗試結合資源運用與顧客滿意兩層面之衡量，探究臺北市立圖書館33所分館之績效表現。運用資料色絡分析法，衡量各分館之資源運用效率；並實施讀者滿意度問卷調查，瞭解讀者對於各分館服務之滿意程度及所重視的服務項目；最後彙整兩層面之評估結果，予以綜合分析，以進行各分館整體績效評估，並說明其管理意涵。 實證結果發現，文山分館與中崙分館為整體績效最佳分館，亦即臺北市立圖書館之標竿分館，可資其他分館學習效法。對於各分館而言，圖書均為最重要的管理項目，值得臺北市立圖書館進行重點改善，以提昇整體績效。
This study measures the performance of public libraries from the perspectives of efficiency and effectiveness. A new analytical tool, the data envelopment analysis (DEA) model, is incorporated to measure the efficiency of public library branches. The questionnaire survey method is adopted to assess user satisfaction toward a library's services. Finally, individual results are merged and analyzed to measure the integrated performance of Taipei Public Library, and the management implications are discussed.
