The purpose of this article is to establish a practicable system for teaching evaluation. Firstly, it analyzes the mental and technical problems that teaching evaluation may be faced with. Secondly, it proposed the ways that can solve these problems according to some researches and theories concerned. Finally, it integrated these ways into a practicable system for teaching evaluation. Participation, communication, and collaboration are the core concepts and basic attitudes of this evaluation system. The viewpoints and strategies of teachers' professional development were discussed and integrated into this system, so it can help teachers to improve their instruction effectively. Besides, this system could also be used to tile decision making about personnel.
