From 1905, the aboriginal affairs of the Taitung Tin (臺東廳) were transferred from general services division (總務課) to the police division (警察課). Therefore the police-officers influence penetrated into the tribes. In 1907, the tribal yichang (蕃社役場) was established by Japanese. Thought the chief of the tribe (頭目) might manage the tribal affairs, but in fact the tribal yichang (蕃社役場) was still controlled by the police-officers and became the tool that the Japanese government might carry out his volitions. From Ching dynasty, the Amis inner part of social control mechanism was replaced by the administrative system of government. The results of the land survey (土地調查) in Taitung Tin (臺東廳) were not only to confirm the spatial scope of every tribe but also ratify the private ownership of every individual's land owner through cutting apart the tribal general lands. By the way of land taxes, the traditional relationship was transferred from individual and the chief of the tribe to the individual and the nation. No matter individual or tribes, they were became the targets under the domination by the government.
