　　　　　由於海洋資源的有限性，公海捕魚問題受到國際間高度之關注。聯合國即加開數次國際會議討論跨界魚類種群捕撈問題，並通過有關養護與管理跨界魚類種群之國際協定。本論文即在討論聯合國《跨界魚類種群協定》之內容、及其中與臺灣之關聯，以及該協定對臺灣參與國際漁業組織所導致困境與可能突破。本論文首先對於《跨界魚類種群協定》的制訂背景、過程加以介紹，並說明聯合國跨界魚類種群會議之會議經過。其次，本文將分析《跨界魚類種群協定》之內容，並對相關主要爭議做詳盡解析。最後，本文將處理臺灣與《跨界魚類種群協定》之關連，進而討論臺灣參與國際漁業組織之困境與突破。
