The economic developments in Taiwan and in Japan have been approaching to the summit of economic growth since the 80'c. With the thriving development in economy, however, both countries have suffered the deficiency of labor-force at the basic level. To tackle this problem, both countries held fierce debates about the issue. What is worth noting is that they adopt decisive policies, respectively. The government in Taiwan opens its door to introduce the foreign laborers, whereas that in Japan closes its door and adopts Closed-door policies. In this research, we try to analyses on foreign laborer problems under the Closed-door Policies of Japan. Especially to discuss the problems about the composition, the meaning, and the employment of the present situation.
