　　　　　臺灣創業投資事業為民間機構，其角色為提供股權融資予科技產業，同時提供投資機會予產業界和個人，形成投資融資、供給者和需求者的之綜合性角色，對資本市場具有促進作用，該事業的形成和發展，乃結合政府政策推動與市場機能而演進。本文的目的希望以掛Knight((192l)、Schumpeter(1934)、Casson(l990)、Krizner(1973、1982、1997)、Baumol(1990)之企業家精神、 Veblen經濟思想及合作關係來探討相關的制度。以歷史資料與實證資料，佐證臺灣創投事業發展過程中，政府與創投事業、創投事業與科技產業之發展，並藉美國、歐洲及以色列之概況提出相關的政府政策協助方向。

　　　　　Taiwan's Venture Capital (VC) develops it's synthesis role on equity financing with supplier and demander. VC offers the investment opportunity to other industries and individuals, At the same time, it also promotes of the capital market it's formation and development are combining the government policy and market mechanism. The purpose of this paper is attempting to discuss the process of development of VC with three concepts, the first is entrepreneurship from Knight( 1921) - Schumpeter(1934) - Casson (1990)- Krizner(1973 - 1982 - 1997)- Baumol( 1990). Secondly, the thought of Veblen (1958-1929) and third is the cooperation. Trying to observe some relationship between the government and the VC, and between the VC and the High-tech industries with the historical data and partly empirical data . Also observing the investment of VC in USA, Europe and Israel. Finally, offering some suggestions to the present situation.
