學校教育的革新除了學理的基礎外，還必須與實際的教育場景加以連結。學校的系統從傳統的封閉型系統發展至今的開放型系統，更加重視內部成員的感受與外在環境的影響，間接說明了學校公共關係發展的重要性。 本文將從開放系統的觀點來探討學校公共關係之推展，期能找出公共關係推展之背景及未來方向，讓學校更能在教育改革的浪潮下因應變局，開創新機。

The reform of school not only analyze the fundamental theory but also combine the real school current situation. School system was developed form close system to open system. The internal colleague's feeling and external environment effects also explain the important of school public relations. This study is intended to analysis the relations of both open system and school public relations. We hope to find the background of school public relations and future directions and provide some constructive suggestions for the school.
