Thanks to digitization, a new vision entitled to public service broadcasting (PSB) and enhanced the value of knowledge in new economy. PSB could provide the multichannel program, information, interactive software, multimedia content along the extra spectrum other than the normal program on a single channel. However, whether the value of education is tenable by developing PSB digital service, is depended on matching the existing accountability of public service, media environment with the demand of new approaches. Based on the facts of advanced industrialized countries, the approach adopted is greatly decided by the popularity and coverage of cable and internet services. For the highest usage rate of former services, PSB should position itself as a complementary broadcaster; for the lowest rate of them, PSB could form a niche market of its strength, then move to compete with other players. It was not likely to achieve such strength by PSB in Taiwan, compared to the works of European public broadcasters. Neither should Taiwan develop a distance education program following U.S. PBS due to different origins. A Taiwan model could lauch edutainment channel in an innovative way, also flexibly build strategic alliances with different platforms to circulate educational materials widely. It is an eclectic approach to contribute the cultural citizenship in Taiwan during 21st Century.
