"Chou Ritual", also termed as "Chou Officers" or "Book of Chou Officers" in the Chinese ancient age, is praised by the Confucianism as the leading literary work of Three Rituals. With the special format, "Chou, Ritual'looks like"Book of Officers". The author's humanistic and political beliefs resides in the organization of the book. From the thinking perspective, it is the concrete representation of the Confucian world in the Pre-Chin periods. From the standpoint of the historical background, significance of "Chou Ritual" is self-evident with its various impacts on North Dynasty's administration, the reform of Wang An-shih and six departments in the Ching dynasty. From the standpoint of the classic Confucianism, the most noteworthy feature of the "Chou Ritual" lies in the fundamental assumption behind the entire administrative system--cause and effect, also called Wang-Zheng assumption, which is just the focus of the paper. The paper intends to analyze and critique this assumption on the basis of the original design of the "Book of Chou Officers". The paper is sliced into six sections. (1) Exploring the fundamental basis for the administrative system in "Chou Ritual": The branch departments in "Chou Ritual" are ranked according to highest position among the similar kinds, and then was introduced. (2) The administrative system in "Chou Ritual" :The administrative system in "Chou Ritaul" stipulates the standard for merging all the official positions before they are actually emerged. The most controversial parts are to be individually discussed. (3) The administrative system along with its subordinate units: In accordance with the results of preceding section, the present section deduces the diagram of the administrative system. (4) Special phenomena and confirmation of the administrative system: The special phenomena reflected in the results of the previous sections are to be analyzed. In addition, according to the highest rank of each individual official position, each official position is ranked from a petty officer to a Duck, and alphabetically numbered 1, 2, 3, 4, 5, 6, and 7. The figure obtained from ranking is summed up in order to gain the individual total and the relative ranking of the five official Departments including Heaven Department, Earth Department, Spring Department, Summer Department, Autumn Department, and Winter Department (The manuscripts of Winter Department are missing; thus Winter Department is not included. (5) "Interaction of the official Departments in "Chou Ritual": This section further examines the interaction of the Departments in "Chou Ritual". (6) The peculiar phenomena of Autumn Department and its inner meaning: Autumn Department represents the most peculiar administrative system in"Chou Ritual". This section further explores its inner meaning. On and large, the paper begins with the common dimension, and ends with the exploration of the peculiar phenomena. From the perspective of ideas or beliefs, the paper didn't presuppose any given assumption; instead, it objectively demonstrates the results of analyses, in an effort to give us a comprehensively in-depth understanding of "Chou Ritual".
