全球治理和全球化的概念一樣，至今仍存在著許多價值上的爭議和現實上的問題，本文旨在思考及探索以下問題:全球治理的概念意涵為何?倘若全球治理是一種理想，其間有無價值層面上的爭議或論辯?倘若全球治理是一種現實的狀態，其實際的治理能力如何?首先，作者建議從結構、過程及分析架構等三個層面來理解全球治理的概念較為恰當；其次，作者認為全球治理一如全球化，兩者都是一種價值理念，因此也都存在某種程度的爭議，本文係從分歧的傳統國際關係觀點、歐洲統合經驗、經濟自由主義，以及新公共管理運動等面向反映其闊的論辯;最後，本文以2002年所召開的「世界永續發展高峰會議」為例，說明全球治理在現實層面上所遭遇的相關問題。
Like the concept of globalization, global governance has many debates on the ideal and the reality. This article intends to explore a number of questions, as below: What does it mean of global governance? What debates are developed on the level of ideal if the nature of global governance is a kind of value or faith? How about the governing capacity of any the new regimes of global governance if it is the reality? To face the questions given above this article is to propose that we could comprehend the concept of global governance as structure, process. and analytical framework. Secondary, this article is trying to discuss the debates from different views of traditional international relations, the experiences about European integration. economic liberalism. and the new public management. Finally, in order to show the reality of global governance, the World Summit on Sustainable Development in 2002 is selected as an example to be analyzed and discussed in this article.
