本文應用天下雜誌所提供二千大企業之排 序資料，作為績效評評依據，針對臺灣地區前五十七大半導體業的經營績效，區分為獲利能力(profitability)與市場能力(marketability)兩個階段，使用資料包絡分析法進行相關效率評估與皆析，經評估分析僅部分半導體業屬於高效外廓(efficiency-frontier)，並呈現較大型之半導體業其獲利能力較佳，而較小型業者其市場能力較優之現象。另運用多閜標二元整體規劃(Multi-Objective Binary Integer Linear Programming; MOBILP)，考量不在高外廓之32個企業，以每兩個為一組合之方式，產生496個決策組合單元(diction combination unit; DCU)；此496個受評單位再與高外廓之成12個，總計508個DCUs以進行評估，計有16個組合企業落在高效外廓上，以提供企業聯盟或合併之思維方向或選擇。最後，應用敏感度分析以了解高效外廓之可靠度。

This paper, according to magazine common Wealth 2000 reported the top ranking of two thousand major enterprises or manufactures, adopts data envelopment analysis (DEA) model to evaluate the operational efficiency of the top 57 semiconductor manufacturers in Taiwan, which is divided to two phases of profitability and marketability. Using DEA to assess and analysis the efficiency of semiconductor manufacturers, this study gets the results of some only parts operating on the efficiency-frontier. It shows that the large enterprises get more profit than the small ones, but the small enterprises have better marketability performance than the large ones. Then, the 496 decision combination units (DCUs), from 32 inefficiency-frontier, are produced by using the multi-objective binary integer linear programming (MOBILP) methodology. And the 496 DCUs plug the 12 efficiency frontier equal 508 DCUs. From these DCUs, we will find out 16 units on the efficiency-frontier to provide the decision-making information of alliance or merger. Finally, we use sensitive analysis to examine the range of reliability of the best-practice frontier.
