臺灣地區西部走廊東西向及西濱快速公路正陸續完工通車，高快速公路網業已形成，未來需從高快速公路整體路網之角度出發，規劃建置交通管理系統，以提高路網運作效能，進而提供用路人高品質、高效率的運輸服務。惟至目前為止交通管理系統之建置，其規劃及設計理念皆由專業技術服務單位主導，直接由一般國內外交通管理系統常見之子系統觀點出發，較無法確切掌握國內交通之問題及需求，所規劃之系統亦易因不同主事者之主觀意見而調整系統架構及功能。為確保交通管理系統建置完成後能符合交通管理及用路人需求，本文嘗試以問題導向之系統工程分析方法來規劃高快速公路整體路網交通管理系統，藉由先行找出高快速公路交通運作將遭遇之相關問題後，以對應解決問題之方式來確定各階段交通管理系統之目標及標的，並歸納出績效評估指標，作為後續整體規劃之參考。最後再以此規劃程序來研訂符合交通管理及用路人需求之整體規劃各項工作內容與需求，俾據以推動後續高快速公路整體路網交通管理系統之建置工作。

Taiwan western area the twelve East-West Expressways and Xibin Expressways will be opened to traffic gradually, forming a dense freeway/expressway network. The planning and implementation of Traffic Management System must be based on the scope of Comprehensive Network of Freeway/Expressway in order to enhance the efficiency and service. The planning and design concept for the Traffic Management System was directly structured on sub-systems in the past. The method was unable to meet the traffic problems and needs. The system architecture and function was also always changed by different persons in charge of this task. In order to satisfy the needs for traffic management and drivers, We adopts problem-oriented analysis method of system engineering for planning the Traffic Management System of the Comprehensive Network of Freeway/Expressway. The planning is first to find out the problems of traffic operation on Comprehensive Network. To research the goals/ objectives and evaluation indexes to solve the former problems in the second step. Finally the content and requirements for comprehensive planning is studied for the following implementation.
