The first part of this paper is to discuss the Human Resource Management Function (HRMF) by using the Quality Function Deployment (QFD) method. All the related elements are classified by the hierarchical structure into three phases: (1) the objective of strategy, (2) system planning in execution, and (3) evaluation. The method mentioned about includes all the stages and related activities of the organization structure. This method helps the companies to find out the key point of human resource management by way of analyzing the information from HRMF and the problems arising from human resource management. The second part is to propose a hierarchical human resource function diagnosis that helps the companies to control the status of on going HRMF, and find out the main causes that affecting the human resource function. Finally, this paper tried to conduct an Expert System (ES) into the evaluation model. One can infer the diagnosis process according to the constraints in database and the rules in knowledge base by using the Inference Engine and get lessons from the experience information stored in the ES. We hope that by using this diagnosis system, the companies can control all the conditions of the human resource management and find out a correct and stable direction of the human resource management.
