This sudy is focused upon the workshop programs of elementary school mandarin Chinese teachers at Kaohsiung City. Content analysis, effects evaluation and needs assessment are conducted in order to collect relevant information about the contents, the effects and the needs of the workshop programs. The information cited are used for making useful suggestions for helping these teachers to be involved in curriculum reform and instructional innovations. The author has played a major role in conducting questionnaire construction and related survey. Two hundred and thirty questionnaires are sent to 46 elementary schools (about half of 90 schools), and 201 valid questionnaires (87%) are returned. Based upon the analysis of questionnaire data, important information are secured in order to suggest some relevant ways of upgrading these programs for elementary school teachers.
