性能式防火設計不同於以往規格式法規，以設計概念、工程原理、建築特性及人員習性等去量身訂做一個獨特的建築。性能式防火設計的審查與規格式法規比較，需要更多知識、花費更多的時間；但如果做的好，性能式設計能提供比規格式設計帶來更多益處。 本文回顧分析國內建築、消防法規及建築許可審查流程，進而收集分析比對性能分式防火設計相關審議問題。藉由分析美國與新加坡兩國性能式法規之發展、體系及性能設計審查流程等，探討性能式建築防火設計審議機制之整合，提供我國未來對於性能法規審議機制建構之參考。

Performance-based design differs from traditional prescriptive design in that specific methods for achieving compliance with the design intent. The review of performance-based designs typically requires greater knowledge and time than reviewing prescriptive designs. If done properly, performance-based design offers many benefits that tare not available when using prescriptive design. We hope to collect the cases on how to examine the performance-based design in building and fire administration, then we can sort out some important factors of the performance-based design. And we hope to provide some suggestions of how to integrate the examination of building and fire certificating administration.
