本研究透過文獻分析、政府檔案資料分析（如自治條例、政府公報、地方政府預算編列彙集、議員質詢稿、政府統計資料、開會記錄及審計室結算報告書）以及深度訪談等質化研究途徑方式來回答本文的問題。在深度訪談方面總累計196頁的訪問謄本（transcribed interviews），此外並於91年11月議會定期會、92年4月臨時會、6月定期會開會期間進行三次觀察記錄，本文即是從這些資料中進行推論的結果。 從訪談記錄所得到的結論是：一、官僚預算決策行為與動機：政府官僚預算決策主要仍偏向於做預算適度的增加而不是極大化的預算增長，同時就政府預算編列的額度來看，大致上是呈現增加趨勢但也可能發生減少的情形；二、預算決策程序：市政府預算編列主要採取「由上而下」以及「由下而上」兩種方式的混合，其中新興業務項目的預算編列即是採取先由各單位主管提報計劃再由財主審核定概算額度的作法；三、預算參與者：政府預算過程確實是民選首長、行政主管、財主幕僚、民意代表等預算利害關係人共同協商調整的結果；預算決策考量因素：主要以總體預算目標與分配比例為主、個體目標為輔的架構。
The purpose of this study is to answer the following research questions? (1) What are the budgetary editing motivation, and the behavior of the local state bureaucrats? (2) What are the considerations of their decision-making? (3) What factors will influence their decision-making on budgetary editing? (4) What are the budgetary implementing attitudes and behaviors of the local state bureaucrats? The researcher interviews the directors of various executive branch of city government, and the legislators of the city assembly with open-ended questions. In addition, the researcher takes observation field notes during the temporary or regular sessions of the city assembly. This study finds out that the budget maximization does exist in the budgetary editing of the local state bureaucrats. However, they consider the following situations when they make the final decision. They are the government financial situation, the efficiency of the programs, their task capability, the feasibility of the programs, and the budgetary implementing rates. They also consider the reduction and increase of the annual budgetary amount with reference to the amount adopted in the last year.
