The National Archives Administration (NAA) of the Republic of China is the main agency for selecting, maintaining, and preserving records that are considered as national archives. The digitization of NAA's collections improves both the prospect of long-term preservation and the public utilization of these valuable records. Through literature review, focus group panels and in-depth interviews, we explored issues pertinent to the digitization of national archives (mainly texts and images). The issues include digitization procedures, formats, equipments, image quality control and storage types. We also examined digitization standards adopted by different organizations and used them as the basis for developing one that may best suit the needs of NAA. We conclude the paper with some suggestions on the planning, management and applications of the digitization process and outcome of governmental archives.
