國家檔案係指具有永久保存價值而移歸檔案中央主管機關管理之檔案。檔案典藏之目的在於提供全民原始且第一手的文獻，而將國家檔案數位化則有助於這些重要資料的長期保存和應用。國家檔案數位化形式的資訊資源影像品質之優良與否不僅攸關提供應用之效率與服務品質，更直接影響國家檔案之保存以及永久典藏。本研究乃針對國家檔案中的文字資料和照片資料，對其重製過程和應用進行研究。透過國內外文獻的蒐集分析以及對國內典藏單位、政府機關檔案單位和數位化廠商的實地參觀訪談、焦點座談和實作等方式進行研究。目的即在於透過對於檔案數位化流程、數位影像規格的制訂、數位化設備的選擇、數位影像品質管理、數位影像的儲存媒體和應用管理等議題的深入研究，並整合國內外的研究和經驗，以提供檔案局以及其他單位進行檔案數位化時的參考。包括數位化工作的規劃、數位影像品質控管和數位影像的儲存和應用等相關議題。

　　　　　The National Archives Administration (NAA) of the Republic of China is the main agency for selecting, maintaining, and preserving records that are considered as national archives. The digitization of NAA's collections improves both the prospect of long-term preservation and the public utilization of these valuable records. Through literature review, focus group panels and in-depth interviews, we explored issues pertinent to the digitization of national archives (mainly texts and images). The issues include digitization procedures, formats, equipments, image quality control and storage types. We also examined digitization standards adopted by different organizations and used them as the basis for developing one that may best suit the needs of NAA. We conclude the paper with some suggestions on the planning, management and applications of the digitization process and outcome of governmental archives.
