BOT係民有民營之公共建設計劃，本文以地方政府為標的，選擇十八種地方公共財，六評估準則如可行性、需要性、融資難易、低風險、報酬率、廠商意願，以ELECTRE IV法探討適合推動BOT之地方公共財之優先排序，ELECTRE IV法分析結果，顯示最適優先推動BOT之公共建設為醫院、停車場、納骨塔、渡假旅館、遊樂區、國宅、焚化爐。

Build-Operate-Transfer (BOT) is a model for privately owned and operated infrastructure. This paper adopts the ELECTRE IV methodology to explore the preferences ranking of eighteen types of BOT public projects promoted by local governments. Six criteria were used for this evaluation, namely feasibility, necessity, ease of financing, level of risk, return rate and the willingness of private companies. According to analysis, the BOT model is most suited for hospitals, parking structures, ossuaries, resort hotels, recreational areas, public housing and incinerators.
