Due to the rising frequency of liquefied petroleum gas (LPG) accidents nowadays, public policy is viewed more highly than before, and it also draws my research motivation. This article finds out what affects the LPG security management system from policy implement aspect and suggests what should be improved. This article use the policy implementing theory model of Edwards III, Van Meter and Van Horn, and refer to the viewpoints of Sabatier and Mazmanian. It also analyses from the resources of staff, expense, information, authority, equipment, time, communication, and the personnel attitude tendency and bureaucracy construction. Staff and LPG detailer were surveyed and interviewed, and the specialist discussion was held to insist the research. I also collect the official document to detect if the policy goal is reached from the performance evaluation and evaluate if the policy implementation is suitable from the frequency of accidents. Combine the analysis on policy implement and the evaluation of policy output, I took appropriate suggestions.
