The number of schools and students of higher technical and vocational institutions in Taiwan have increased since the deregulation in 1995. Institutions gradually gain less financial supports from government. And the teaching quality and competitiveness of new institutions or institutions in transition stage were challenge severely. The authors suggested that higher technical and vocational institutions should adopt the idea of strategic management for improving competitive advantages. Based on the theory of strategic management and on the perspective of considering institutions as industries, the authors constructed a strategic framework for higher technological and vocational institutions. Content analysis and expert interview were used to provide guidelines for implementation.
