2004年歐洲最受人矚目的議題莫過於歐盟東擴。此次東擴行動不僅讓歐洲打破了源來自冷戰時期東西歐的分界，給冷戰後歐洲政治格局帶來新的面貌，更在經濟層面上，歐盟東擴後成爲全球最大單一市場。隨著歐盟東擴，全球掀起一股熱潮，讓低迷已久的經濟再度活絡起來，而究竟歐盟東擴會爲全球帶來怎樣的經濟效益、亦或是加劇嚴重的貿易不公平問題？本文以經濟面來分析探討，就歐盟東擴分爲貿易與投資兩大方向，分別區分爲兩種型態來探討，即經濟整合的靜態福利效果：貿易創造效果、貿易移轉效果與投資創造效果、投資移轉效果。歐盟東擴對歐盟與全球經濟格局之轉變、進而對台灣經貿有何影響、我國應該如何因應，將於本文逐一探討。

In 2004, the most important event in Europe was the Europian Union Eastward Enlargement. Recent EU Eastward Enlargement not only successfully brought the peace (the end of cold war period) between Eastern and Western Europe countries, openned new era of Europe politics and society, but also create the world's largest single market. As the emergence of EU Eastward Enlargement, world's economic will be influenced, including economic growth and international competition. However, some negative impacts of EU Eastward Enlargement might be found, which occur mainly due to unfair international trade. This study will mainly analyze the important economic impacts of EU Eastward Enlargement, by trading relations and invesment agreements, including, "trade creation effect, trade divertion effect, investment creation effect and investment divertion effect". This study will investigate how EU Eastward Enlargement influence European Union and world economic geographic behaviors, how it influences Taiwan in international trade competition, and the last is how Taiwan should respond.
