臺灣目前已面臨新進移民問題，依廣義的移民人口而言，包括外勞、外籍及大陸、港澳地區配偶，再加上為數不少新的臺灣之子，人數已近60萬人。面對新移民的諸種問題，實有必要從國內外的比較觀點，體檢當前我國的移民政策與輔導措施，俾明悉未來應採取的行為。本文即針對此一目標，探討各國的移民政策與輔導措施，從而提出一參考性的建議。

Taiwan, nowadays, is facing the new migrant issues. There are over 600 thousand new comers appeared within 10 years in Taiwan area which including the brides from the Mainland China, South East countries, foreign laborers and babies. They already produced a lot of problems. Hereby, we need create a new immigration policy and guidance measures. Though the study of multinationals immigration policy and guidance measures will lead us to know what we should adopt in this field.
