近來許多文獻陸續對新公共管理的理論提出批判與反思，主要認為公部門不只是對顧客做單向而被動的「回應」，而是以雙向且主動的相互「協力」為主；基此，本文擬從此點加以論述。本文首先探討治理觀念的演進，以及協力相關理論內容之介紹，主要包括：定義、特徵、內在要素與外在形式；其次針對協力的生命週期模型做一分析與討論，並推演出本文的「協力運作模型」。最後，依據協力運作模型，分述協力對公共政策的規劃，執行與評估階段的影響。
Recently, much work had criticized the theoretical foundations of New Public Management. They mainly argue that public sector does not only need more responsiveness to citizen concerns but also need more mutual collaboration. An in-depth examination of the new theory is necessary in order to meet these challenges. From this perspective, this paper will discuss the evolution of the concept of governance and the theory of collaboration. Specifically, they include the definition and characteristics of collaboration and its internal elements and external forms. Secondly, it analyzes the life-cycle of collaboration. Based on that, it provides the basic structure for collaborative operational mode. Finally, this paper tries to illuminate the impacts of collaboration on policy formulation and evaluation.
