教育是國家發展的命脈與未來的希望,而高素質的教師更是健全教育發展與提升辦學品質的重要關鍵。因此,師資培育機構責無旁貸地需為未來的教育品質與教師素質把關,以便發揮火車頭的帶領功能。 自1994年起,中小學的師資培育隨著「師資培育法」的通過,已從傳統師範院校一元培育的型態轉變為師範院校、大學培育系所與大學師資培育中心為主的多元培育型態,師資也由計畫培育轉變為儲備培育,公費為主轉變為自費為主,並且改變實習的時間、制度與身份認定,訂定教師資格檢定考試。 師資培育變革的主要目的,總是希望朝向多元與卓越發展,讓教師的素質不斷提升,學生的學習效果也因而有所精進。本篇特從過去至今的發展脈絡探討現有的師資培育問題,以及借鏡英美國家的師資培育經驗,探討未來師資培育評鑑、教師資格檢定與品質監控機制等相關議題的發展,以便對師資培育的品質管制與保證提供一些改革的建議。
The nation's future depends on education. The highly qualified teachers help schools promote the performance of students. Therefore, the teacher preparation institutions must control the quality of initial teacher preparation. The Congress passed 'Teacher Education Law' in 1994. Since then, the system of initial teacher preparation changes from singularity to diversity. For example, in the past college and department of education was the only initial teacher preparation institution, but now ' Center for Teacher Education' in general universities also train initial teachers. In the past initial teachers' yearly tuition was fully supplied by the Government, but now their tuition is supplied by themselves. The changes of initial teacher preparation aimed at improving the learning outcome of students and upgrading the teaching effectiveness of teachers. This article firstly inquired the past and present of initial teacher preparation. Secondly, the issues about performance evaluation of teacher training institutions and teacher qualifying test were discussed. Finally, feasible suggestion giving insight into quality control mechanism of teacher preparation was described.
