「組織文化」提供了一組信仰或價值系統,這套信仰或價值系統或可稱為組織規範。至於「永續發展」(sustainable development)的主要概念,是在人類未來的社經發展過程中,應謹慎認知並嚴守地球環境的承載能力,以避免侵害未來世代的持續發展基礎與機會(於幼華,1999)。事實上,媒體之永續發展的經營策略可以充份反映該媒體之組織文化與管理決策的特色。 本研究分析臺灣電視媒體之組織文化,並探討各媒體在推動永續發展策略中有關品質管理(ISO 9000)以及環境管理(ISO 14000)的表現。本研究採用問卷調查與深度訪談的研究方法,分別針對八個電視媒體的員工與高階管理人進行調查與訪談。研究結果發現:在「社會責任」、「閱聽人取向」、「科學求真」、「正直誠信」、「表現績效」、「卓越創新」、「甘苦與共」、以及「團隊精神」等八個組織文化面向上,各媒體員工的認知有相當大的差異。而媒體管理階層對於自身媒體組織之永續發展策略大多抱持積極鼓勵的態度。其中,有關IS 9000品管認證的推動以無線電視臺的表現較有線電視臺為佳。至於環境管理認證的部分,各媒體雖然尚未推動ISO 14000,但是在推動環保與社會公益的活動上多有不錯的表現。
The current study aims to examine the organizational cultures and sustainable development strategies of eight major Taiwanese TV stations. In light of theories and practice of organizational culture and sustainable development, this study first takes an empirical approach to study the organizational cultures of the newsrooms of eight TV stations in Taiwan. Organizational survey containing measurement scales of organizational culture is distributed to the employees of the 8 target TV stations. Secondly, in-depth interviews are conducted to the top managers of the target TV stations for obtaining detailed information about the sustainable development strategies implemented by the target TV stations. The results of the current study show that the 8 Taiwanese TV stations differ in their organizational cultures, respectively. Moreover, due to the governmental enforcement, the terrestrial TV stations and the Public TV Station had adopted the ISO--9000 way ahead of the cable TV stations in Taiwan.
