研究者通過高度抽象的假設條件之下，跨國企業與地主國之間的完全信息動態賽局分析，研究結果顯示，（1）一國的優惠政策幅度與該國基礎環境的最適化程度，存在一定程度的替代關係。在引進外資初期，優惠政策對於吸引跨國企業投資能夠起到一定作用。（2）在地主國吸引跨國企業投資兩個相輔相成的因素中，基礎環境的最適化程度是更重要的因素，優惠政策只能作為一種輔助的手段。（3）外商對一國的投資量，隨它對該國投資環境（包括基礎環境和優惠政策）的最適化程度，呈正方向變化；而地主國的優惠政策的幅度，卻與該國投資環境的最適化程度，呈反方向變化。
