即便是古老的軍事理論，在現代戰爭的設計與執行上仍能發揮指導與設計的功用。克勞塞維茲的軍事理論與概念中，引發較多爭論的當屬「重心」概念，如何對重心的真正意涵有著徹底與全盤的理解，是近二十年來許多美國軍事研究者共通的興趣。 本文從釐清克勞塞維茲的重心定義出發，試圖瞭解重心的真正意涵與指涉範疇，並援引重心理論的假設，分析美國當前的反恐戰略，指出美國在反恐略設計上的缺失，最後論述重心對未來戰爭的啟示。 本文研究發現，應以體系觀點看待克勞塞維茲的重心，並著重以效果為著眼的途徑。其次，由於美國在戰略設計上無法釐清克勞塞維茲重心的真正意涵，以致於在對伊拉克戰爭中深陷泥淖。第三，倘若能適切運用重心概念，其在現代戰爭中所發揮的功效為－在戰爭或國家政策目標的達成上，都可使我們的思路清晰，節省資源的錯置與浪費，指引我們有最有效且最快的方式達成目標。
